D.E. Boehling

Ms. Boehling has over a quarter century of experience advising clients on wireline and wireless telecommunications and technology agreements with AT&T, Verizon Business, CenturyLink, Level 3, Sprint, Orange Business Services, Telstra, SingTel, Tata, ChinaTelecom, BT, TelMex, Bell Canada, Telecom Egypt, and other major domestic and international telecom and technology providers. The scope of these deals ranges from standard transport – such as IPLs, Ethernet access, MPLS, IP voice (SIP trunking), telepresence, VPLs, call centers, and unified communications services – to more cutting-edge services such as SD-WAN. Ms. Boehling also advises on the full range of cloud-based services contracts, whether a stand-alone application or resold by a transport provider.

She works extensively with multi-national corporations to structure deals that reach beyond the U.S. borders, helping them to understand and mitigate the risks and regulatory issues that may arise when combining transport services with customer software (such as Microsoft Lync) to satisfy customer telecom and technology needs and when sharing services among or providing value-added services to related entities. Her regulatory work includes the European Union but focuses on India, China, Mexico, and Southeast Asia where risks can be significant if the services, their use, and sharing among entities are not carefully structured.

Ms. Boehling's practice also encompasses transactions designed to address businesses' need for flexible, high-bandwidth communications between data centers, campuses, provider POPs, and to cloud service providers, typically through a combination of GigE access, DWDM services, and metro Ethernet rings. She advises on new data center builds and related telecom needs and has negotiated industry-leading colocation and data center contracts.

She also has decades of experience advising clients that acquire or merge with other companies on the contracts they inherit and strategies for the optimal consolidation of contracts. Ms. Boehling has negotiated and provides ongoing advice on minimizing risks when providers insist on standardized, online contract terms.

From 1991 until joining the firm, Ms. Boehling was an associate in the Washington, D.C., office of Morrison & Foerster where, in addition to working extensively with the founding partners of Levine, Blaszak, Block & Boothby, LLP, she represented clients in intellectual property and patent litigation.
